The Ministry of Family, Labor and Social Policy manages matters related to Poland’s labor and social policies.
What was the business need?
The system is designed for two main types of users: municipal offices employees and individuals who own private nurseries. According to the law and the current regulations, the Ministry is also required to make the registry system available to all citizens.
Entities are required to update information on occupied and vacant places, and make the fees associated with running a nursery publicly available. Nursery Register contains information that must be there based on a certain standard. Entities and individuals MUST register in the system, otherwise they will not get permission to open such a facility.
What was the challenge?
We took over the project from a certain point, later developing the system. Originally it was written in Java and ran on the Nilix framework. This framework is not publicly available, having been developed by a previous company. We did not get documentation for it, plus the system did not work as it should. Key functionalities were not working, and the project was without maintenance for some time. At first, we tried to patch it, but in 2021 we found that it would be more efficient to rewrite it to a new technology that we felt comfortable with.
Since last year we have been collecting information about nurseries and all children throughout the country due to the introducion of the government project “Maluch” and “Maluch+”. The information in the system includes the child’s affiliation with a particular nursery and the amount parents pay to attend such a facility. To verify the data provided, we have integrated the Register of Nurseries with the Social Security Administration.
How did we do it?
We have already created larger and newer functionalities in our own way. We rewrite older functionalities with fresher technologies to make everything work consistently. The new application is written in Java, using Angular technology.
Municipalities and individuals can register information about their state-sponsored public nurseries. In addition, we have a system for parents to access the public list of nurseries on the site. You can see which nurseries are available in your area and which facilities are adapted to children with disabilities.

We took over the project from a certain point, while we make every change according to the law and the client’s requirements.
