Electronic Invoicing Platform (PEF)

Platforma elektronicznego fakturowania (eng. Electronic Invoicing Platform, EIP) is an IT system that allows sending, receiving, storing electronic invoices.
We conducted the project together with EDISON, which resulted in the PEF Expert consortium.

What was the business need?

The client’s biggest need was to adapt the platform to the implemented EU directive, which directed EU countries to transfer documents in structured and electronic form.
The PEF project in the European Union is based on the Open Peppol standard, which makes it possible to exchange documents from EU countries and those from outside the union (such as the US).

What was the challenge?

We had to get acquainted with the EDI (Electronic Data Interchange) system.

The schedule was another big challenge. There was not much time to complete the entire project, less than 9 months to implement a working platform – we had to produce 3 systems/modules – a web application, an API for external systems, and a desktop application, available on Windows, Linux and macOS.

What was the solution?

PEF is a platform that supports the procurement process and includes 6 services

  1. Purchase order
  2. Delivery advice
  3. Receipt
  4. Invoice
  5. Correction invoice
  6. Accounting note

Registration in the system is done through a web application without unnecessary paperwork. Basic data on the subject is required for registration. Confirmation of identity is done with the help of the ePuap trusted profile – later more users can be added as needed, e.g., through integrated systems via API. Data between platforms is synchronized.

Our process and workflow:

Phase I – Prototyping and mockups
Phase II – Launching test versions of the two main public e-Services – usability testing of mockups and prototypes of the application
Phase III – Delivery of production versions of the public e-Services in the web application – Implementation of basic functionalities
Phase IV – Launch of the desktop application
Phase V – Promotional, informational, and training campaigns

What did we deliver?

Web application
Desktop application – you can use the system in the online version
API – it is possible to attach internal systems (e.g. accounting)
Documentation
Environments – production, internal testing for us and the client, integration and training environments
Trainings

What did the client get?

  1. Automation of the invoicing process
  2. Reduce the risk of errors and mistakes
  3. Saving paper
  4. Saving time
  5. Ability to issue invoices to public clients (ministries, hospitals, organizational units, local governments)
