What was the client’s business need?
The goal of the SRB project was to provide an IT solution for collecting and processing data on firearms and essential weapon parts in circulation in the civilian market. The project also included the implementation of the necessary ICT infrastructure. This solution supports the Polish State in:
- transferring the records of firearms and essential parts of firearms to a central system;
- tracking events and transactions related to weapons;
- streamlining and automating the flow of information between state authorities and entrepreneurs, including the issuance of licenses to entrepreneurs;
- enabling the provision of electronic documents and certificates authorizing entities or individuals to acquire firearms or essential parts of firearms.

What was the challenge?
In order to bring Polish gun control law in line with European Union regulations, the Ministry of Internal Affairs and Administration needed an IT solution to support the keeping of firearms records and tracking events and transactions. The entire system had to be created from scratch. A key element was the collection and analysis of data (including numerous legal acts) that were necessary for the effective functioning of the solution. The project’s target group included entrepreneurs, manufacturers, government entities, offices and uniformed services, which required us to adapt to the requirements of each group and implement appropriate solutions.
What was the solution?
As SOFTIQ, we have designed and implemented key functionalities to enable secure and legal registration of information in the SRB. Each functionality was designed as a result of joint workshops and intensive feedback sessions with the client. The Weapons Registration System provides 6 major, qualitatively new e-services for public administration:
- Weapon records
- Weapon tracking
- Transactions, among other things, providing insight into the details of completed transactions for the sale/purchase of firearms and essential weapon parts
- eConcessions
- eCertificates
- Control and supervision
The implementation of each of the above modules concluded with training, workshops and exams.
